There's no way to switch or make a new account in the lock out state

### What is this about?

As a user that is locked out of their wallet and on the password portion, it would be great to be able to create a new wallet from this screen or switch accounts. To be able to create a new wallet, I have to completely remove MM from chrome and then re-add it.
