Description

### What is this about?

When trying to send an NFT there is a warning in the Estimated Changes section that says "This transaction is likely to fail":

This warning doesnt really provide a lot of a context about the issue and comes across feeling like a bug rather than a helpful message.

Research direction

The issue identifies the Estimated Changes warning shown when sending an NFT; start by locating that UI and tracing how the warning is selected. Confirm the intended explanatory wording with design and product, then verify that the resulting message gives NFT senders useful context instead of only saying the transaction is likely to fail.
