Description

### What is this about?

I don't think loading-status should prevent user action.
I need to check my Activity and Token information, even if they are not accurate, but I need to jump to the corresponding Scan-Explorer via Matemask.

### Scenario

### Design

It is recommended that this be more friendly

Research direction

Reproduce the loading-status scenario in the MetaMask extension and trace the UI entry point that disables or blocks Activity, Token, and Scan-Explorer actions. Use the attached scenario and design images as the behavioral reference; done means those actions remain available during loading while the loading state is shown.
