[Enhancement]: cross chain address book

I'm aware I'm doxxing myself but my ENS names are on chain anyway, I'm not running darknet marketplace, I err on the side of adoption, simplicity, usability. Please don't hack me.

### Steps to reproduce

1. Paste address that is in the address book on Ethereum - Binance deposit address
2. Change the chain
3. Paste the same address on Fantom - not found

### Cross chain address book would be nice

* I have the same address cross chain
* My frens (anon dudes on the internet) have the same address
* Exchanges have the same address

I've tried to search for ["address book" in open issues](https://github.com/MetaMask/metamask-extension/issues?q=is%3Aissue+is%3Aopen+address+book) and didn't find, that's why opening a new issue.

Start by tracing the existing address-book lookup and the chain-switch behavior described in the reproduction steps. The change is done when an address saved on Ethereum is also recognized on Fantom and other supported chains, including exchange and contact addresses.
