Use txMeta.warning to display additional details to users

@kumavis noted in https://github.com/MetaMask/metamask-extension/pull/12004 that unknown resubmission errors are captured on txMeta.warning. We can potentially use this data to display helpful details to users. UX consideration is needed, but @kumavis roughed in a solution in the above PR. We will need someone to take this over the finish line and coordinate with UX to make it happen.

Start by reviewing the unknown resubmission error handling and the rough solution in pull request #12004, focusing on the txMeta.warning data. Coordinate with UX to define how these details should appear to users. Done means the warning details are displayed in an agreed user experience.
