Research direction

Start by reproducing the extension's first-launch flow in Chrome or Firefox, checking the account import options and whether Settings can be opened. The fix is complete when a first-time user can import an account with a private key or open Settings without creating an account or recovering a passphrase, with the behavior verified on the reported browsers.
