nit: Settings section should be scrollable, not entire page

Steps:
- Go to settings > Advanced
- Scroll down to enable a setting

Problem:
- To go back, I now have to scroll to the top of the screen to reveal the settings menu & home buttons.

Solution:
- Only the long list of settings should be scrolling in this view. There's no reason to push the top bar out of view, nor the side menu of settings categories.

Reproduce the issue by opening Settings > Advanced and scrolling down to a setting. Inspect the settings view's layout and scroll container; done means only the settings list scrolls while the top bar, category menu, and home controls remain visible.
