Impossible to dismiss notification to backup seed phrase #6980

It is impossible to dismiss the notification to backup your seed phrase. This is a bad experience for those who have already backed up their seed phrase as it constantly covers the bottom of the app. It looks like this is a regression because the bug was reported and closed a while ago. I can't even see the assets list due this bug.

To Reproduce
Have an already initialized wallet, and open the extension

Expected behavior
Expect to be able to permanently close or dismiss the notification to backup the seed phrase

Start by reproducing the issue in the browser extension with an already initialized wallet, using the reported MetaMask 10.6.2 setup as context. Trace the seed-phrase backup notification from the extension UI and verify that it can be permanently dismissed and no longer covers the assets list.
