Description
**Describe the bug**
The screenshot posted below is the modal in question. It pops up each time I open MetaMask on Firefox. The ideal behavior should be to show the user once, and after they click the X button, it shouldn't pop up again.
**Steps to reproduce (REQUIRED)**
- Open MetaMask on Firefox
- Notice the popup will continually appear, even after the x button has been pressed.
**Browser details (please complete the following information):**
- OS: OS X
- Browser: Firefox 91
- MetaMask Version: 10.0.2
**Additional context (Error Messages, etc.)**

Research direction
Reproduce the issue in MetaMask 10.0.2 on Firefox 91 using the listed steps, and inspect the What's new modal entry point and its dismiss behavior. Confirm that closing the modal prevents it from appearing again on subsequent opens, while preserving the intended first-time display.
