Description

**Describe the bug**
The screenshot posted below is the modal in question. It pops up each time I open MetaMask on Firefox. The ideal behavior should be to show the user once, and after they click the X button, it shouldn't pop up again.

**Steps to reproduce (REQUIRED)**
- Open MetaMask on Firefox
- Notice the popup will continually appear, even after the x button has been pressed.

**Browser details (please complete the following information):**
- OS: OS X
- Browser: Firefox 91
- MetaMask Version: 10.0.2

**Additional context (Error Messages, etc.)**
