Create shared React config

We should create a shared React config, `@metamask/eslint-config-react`. This config should extend the recommended React rules, and reconcile the React configs in the [extension](https://github.com/MetaMask/metamask-extension/blob/develop/.eslintrc.js) and [mobile](https://github.com/MetaMask/metamask-mobile/blob/develop/.eslintrc.js), except differences that are due to React Native.

Review the recommended React rules and define the shared @metamask/eslint-config-react package. Done means the shared config reconciles the applicable rules without including mobile-only differences.
