Description
When running `yarn create-package` to make a new package, after running `yarn constraints`, you will receive errors for the new package.
We need to update the template to match the Yarn constraints.

Research direction
Start by locating the template used by the `yarn create-package` command and inspect the generated package configuration against the repository's Yarn constraints. Run `yarn create-package` and then `yarn constraints` to reproduce the errors. Done means a newly generated package passes `yarn constraints` without errors.
