page design is not responsive to different monitor sizes

My Lenovo Yoga9i laptop aspect ratio is 16:10 and 4k (3840x2400). the page design devotes 2/3rds of the window to the top to the initial section.

I would like better use of space, and less scrolling.

Start by reproducing the page at the reported 16:10, 3840x2400 viewport and compare it with the attached screenshot and video. Inspect the page layout responsible for the initial section and scrolling behavior. Done means the layout uses the available space more effectively and requires less scrolling across different monitor sizes.
