Jules release notes instructions are inconsistent

The documentation is now part of the main jules repository. The Release Notes section in the Jules Release documentation needs updating to reflect this - it currently references the old repo and contains a mixture of paths to the old and new locations.

Open the Jules Release documentation and inspect its Release Notes section. Replace references to the old repository and correct the mixed old and new paths, then verify that the section consistently points to the main Jules repository.
