### Brief description
This adds support for transmutation to Fab scripts. While atm transmutation is only used in lfric_atm (i.e. lfric_apps), the currently designed implementation using a psyclone-info.yaml file will unify the treatment of DLS and transmute, hence it should go into lfric_core. Plus, it can be useful to be able to transmute for apps here as well (and be it for testing purposes only).
