Investigation into checkpointing W2 fields on varying decompositions
This is the migration of lfric Trac ticket:1022
### Further details of the issue.
If a wind field (a field on a W2 function space) is checkpointed with one decomposition and restarted from that checkpoint on a different decomposition, the resulting field is corrupted.
