Description
Meshes may be prepared for a particular geometry and rank decomposition.
This is demonstrated in `lfric_apps` with a gungho implementation (link)
Task: extend `rose-stem` testing to include `lfric_atm` tests, including:
* C224 588 ranks: build decomposed mesh on the fly
* C896 4704 ranks: use pre-prepared BigData mesh collection
