Description
While porting the UM, I have moved the code used to create the Include/Exclude lists into FcmExtract. We need to update our lfric builds to use this new version.

Research direction
Locate the lfric build definitions and search for existing FcmExtract usage. Compare those call sites with the new FcmExtract introduced during the UM port, then run the affected lfric build checks. Done means the lfric builds create Include/Exclude lists through the new version without regressions.
