Command line option for skipping part of the script

During debugging, I often don't need to do a checkout of dependencies (um, ukca, ...), or run the configurator again. I typically comment out these calls then.

It would be convenient if we had a command line option(s) to:
- skip any git/svn/fcm checkout
- configurator (ok, I wrote: "and maybe even file find" - that's stupid, file_find fills the artefact store :) )

Start by tracing the command-line handling and the existing git, svn, fcm checkout and configurator calls described in the issue. Done means users can select options that skip dependency checkouts and the configurator without commenting out calls, with the normal workflow remaining unchanged.
