Diagnostics nbp_gb and apar cannot be output

Description
Two separate bugs really:
1. The `apar` diagnostic cannot be output because of a typo introduced when the branch that added this diag was merged into the trunk ([jules:#614](https://code.metoffice.gov.uk/trac/jules/ticket/614)).
2. The `nbp_gb` diagnostic cannot be output because the plumbing for the offline diagnostic missed out adding the variable metadata to `variable_metadata.inc` ([jules:#1462](https://code.metoffice.gov.uk/trac/jules/ticket/1462)).
