Description

After the hackathon and implementing any follow up actions, I would like to make the repository open source. The Met Office has some procedures to go through for this, as described in the page:

This issue is to document what we need to do and progress on those items.

List of tasks (should be done roughly in this order)

- [x] Add license file
- [x] Add crown copyright headers to files
- [x] Agreement for Science Section Owner (George Pankiewicz)
- [x] Add to Information Asset registry (see below)
- [x] Create developer/contributor guidelines and working practices document.
- [x] Email Information Asset Guardian about addition to registry (Glenn Greed)
- [x] Move repo to Met Office org
- [ ] Make repo open
- [ ] Publicise repo
