Description

Document that (probably in MAINTAINER.md or CONTRIBUTING.md):

... all actions must be from a repository owned by your enterprise, created by GitHub, verified in the GitHub Marketplace, or match one of the patterns: cylc/setup-cylc@v*, mamba-org/setup-micromamba@v*, wechuli/allcheckspassed@v*.

Among this list, it is a bit questionable why wechuli/allcheckspassed is allowed. Probably some other repo in the org uses it. But if the idea is that only a selected few actions should be allowed, actions maintained this way probably should not make it to the list. This probably should be fed back to someone who maintain the organization / security check of MetOffice.
