Description
This should check that the workflow is always valid (ala `cylc validate`), and also try and run some simple cases to ensure things are working.
See https://cylc.discourse.group/t/running-cylc-in-ci/508 and https://cylc.github.io/cylc-doc/stable/html/installation.html for useful info for this.

Research direction
Start by reviewing the repository's existing test and CI workflow configuration, then read the linked Cylc discussion and installation documentation. Add checks that validate the workflow and run simple cases successfully; done means invalid workflows fail and the basic cases complete in CI.
