Scope and implement tropical weather process diagnostics

### What problem does your feature request solve
Scope and implement specific tropical weather diagnostics (AEJ, TEJ, tropical waves) e.g. https://arxiv.org/pdf/2604.26875 has specific measures for TC seeding from AEWs. More generally, could identify and look at properties of jets (EKE, waviness).
There is also the Oxford LaunchPAD diagnostics, mostly geared towards climate, but identify tropical features Iike ITCZ, monsoon trough etc.

New section in CSET diagnostics, or integration with existing, depending on type of diagnostics.

### Describe alternatives you've considered
Not use CSET (not an option ;-) )
