Currently the `winter weather` section is biased towards diagnostics that would normally happen in a UK/Northern hemispheric winter (i.e. snow). However, strictly speaking considering high-latitudes, or high altitudes these diagnostics are valid outside of this period.

It is suggested that we rename this section for clarity. Raising as a question for ideas on naming. Perhaps Cold Weather Diagnostics?

Current diagnostics to be included in this section.

Fog,
air frost presence
ground frost presence
snow presence
ice presence,
etc.

One option would be to split these diagnostics up - e.g. snow into precipitation, fog as a new section or under aviation, temperature related diagnostics under daily weather.
