### What problem does your feature request solve?

Hail can be damaging, particularly large hail, but also small hail can impact crops etc. Therefore, a binary diagnostic to understand the presence of hail could be beneficial.

### Describe the solution you'd like

A recipe using the mask operator should be sufficient. This diagnostic should live under `Convection`.

### Required Diagnostics

Initially graupel fall rate should be useful here. Although further investigation of output is required to determine other beneficial options.

Start by reading issue #1550 and the existing diagnostics under Convection, then inspect how the mask operator and graupel fall rate are used. Done means adding a binary hail-presence diagnostic under Convection with the appropriate required diagnostic inputs and confirmed output behavior.
