### What problem does your feature request solve?
As with #1557 but this solution uses a more complex method by diagnosing freezing rain based on temperature profiles of the atmosphere rather than just the surface temperature.
### Describe the solution you'd like
An operator and recipes. This should live under `Winter Weather`.
