### What problem does your feature request solve?
Freezing rain is a difficult winter hazard to predict and is one that often causes significant damage. Using the scientific definition of freezing rain a binary diagnostic should be created to identify the presence of freezing rain.
### Describe the solution you'd like
A recipe, and very likely an operator, although it may be possible to do by combining masks. This diagnostic should live under `Winter Weather`.
