Description

### What problem does your feature request solve?

Freezing rain is a difficult winter hazard to predict and is one that often causes significant damage. Using the scientific definition of freezing rain a binary diagnostic should be created to identify the presence of freezing rain.

### Describe the solution you'd like

A recipe, and very likely an operator, although it may be possible to do by combining masks. This diagnostic should live under `Winter Weather`.

For further details (including about reviewers) please refer to #1550.

### Describe alternatives you've considered

surface temperature
rainfall rate

Research direction

Start by reading issue #1550 for the referenced implementation and reviewer details, then inspect the existing diagnostics under Winter Weather. Determine how recipes and operators are represented there; done means a binary freezing-rain presence diagnostic is available using the scientific definition rather than only surface temperature or rainfall rate.
