### What problem does your feature request solve?

Aside from falling snow it is essential to know whether or not snow will settle. A simple binary diagnostic to indicate the chance of settling snow would be beneficial for this.

### Describe the solution you'd like

A recipe, and perhaps an operator. This should live under `Winter Weather`.
