Description
Add documentation for monsoon following the [ESMValTool template](https://github.com/ESMValGroup/ESMValTool/blob/main/doc/sphinx/source/recipes/recipe_template.rst.template).
Add a link to this template documentation from https://metoffice.github.io/CMEW/recipes.html.
The first time CMEW was run, it failed stating that a minimum of 2 years of data was required. It would be good to document this somewhere. (Is this true for all AutoAssess metrics?)
