Investigate the capabilities of the CMIP Rapid Evaluation Framework (REF)

The purpose of the CMIP REF overlaps with that of CMEW, in respect of rapidly producing evaluation results on a model simulation that has not yet been published. (Though note that the REF expects this data to be standardised in CMIP format, whereas CMEW includes standardisation of UM model runs.)

Read the REF introduction and context, then review the Climate-REF code and documentation linked in the issue. Compare its capabilities and overall design with CMEW, including the difference in CMIP standardisation and UM model-run handling. Document the relevant findings for the specific investigations and #335.
