Investigate accepting content reports

In preparation for making CMEW open-source (see #83), this repository should be configured to enable the repository admins to accept content reports.

The [GitHub Docs: Managing reported content in your organization's repository](https://docs.github.com/en/communities/moderating-comments-and-conversations/managing-reported-content-in-your-organizations-repository) documentation suggests there should be "Moderation options" in the repository "Settings" above, but I can't see that. This might be an organisational setting that I may be able to raise via the Science Git Migration Project.

Review issue #83 and the linked GitHub documentation on managing reported content in an organization's repository. First determine whether the required “Moderation options” setting belongs to this repository or the Science Git Migration Project organization; the work is done when repository admins can accept content reports or the required organizational escalation is clearly identified.
