Update license in CDDS `request.json` file

In order to run the `cdds_convert` command in the `standardise_data` task, we had to change the `license` attribute from the value provided in the [CDDS examples](https://github.com/MetOffice/CDDS/wiki/GCModelDev-HadGEM3-GC31-LL-request-file-example).

The current value of the license field is wrong and must be corrected before CMEW is used outside of the SSE induction project. Suggested wording: "Model development data is not licenced for use outside of the organisation that generated it. Please contact the owner of the model simulation if you wish to use it beyond the source organisation." If this is tricky then as an interim solution, no license statement at all would be preferable to the current one.
