Cordex is using 1.7 cf check instead of 1.11

Description
We are using the `1.7` checker for cordex when we should be using `1.11`. We should remove the workaround used here https://github.com/MetOffice/CDDS/blob/90337ba10c199e04d062cb5649e9154fe1af3efa/cdds/cdds/qc/plugins/cf17/__init__.py#L64 and use the actual `1.11` conventions when added as part of #792.
