Description

We load `mod_spatialite` module to sqlite3 because we need some basic ST_* functions like ST_IsEmpty() which are used in triggers of tables of geopackages.

Maybe we can somehow use libgpkg implementations from geodiff?

Research direction

Start by locating the sqlite3 setup that loads mod_spatialite and the geopackage triggers using ST_IsEmpty(). Compare that path with the libgpkg implementations from geodiff; done means the dependency is removed while the required trigger behavior remains available.
