Description

Currently, reporting tool uses only geopackages in the latest version of the project.
If for example some geopackage was removed in previous versions, changes in it are not mentioned in the report or in the warning message during processing.
It would be nicer, if this tools can process changes also in the geopackages, which were present in previous versions of the project.

Research direction

The issue does not name files or tests; start by locating the reporting tool and the logic that selects geopackages from project versions. Trace how removed or older-version geopackages are handled, then verify that their changes appear in reports and processing warnings.
