Description

It would be good to have similar concept to embedded layers in QGIS for Mergin projects. A good use case for that would be, a user has all the layers in Project1 on Mergin, other projects can use the base layers from that project, instead of duplicating it and taking up more storage space.

Research direction

The issue names no files, tests, or entry points. Start by comparing QGIS's embedded-layer concept with Mergin project handling, then define how one project could reference layers from another and how storage and offline use should be verified.
