Description
What happens
When I try to save the feature in the Survey layer in the documentation/forms_multiple_photos project, I am unable to do that, when I first set the Notes field and then add the survey photo. The save button is red. When I update the notes field, it gets orange, This was tested on Android 13 and on Android 11.
How to reproduce
1) Open project documentation/forms_multiple_photos
2) go to map and hit record on the Survey layer
3) in the form set the notes field to sam value and then hit add on survey photos
4) new form with a photo attachment appears. Just hit save to create a new feature.
5) you should get back to the previous form. See Save button is red ➝ this is the error
When you update the notes field, it gets orange and you are able to save the feature
Screen recording is added

Research direction
No source files, tests, or entry points are identified in the issue. Start by reproducing the save-state problem in documentation/forms_multiple_photos on Android 11 or 13 using the listed steps; it is done when a feature with Notes and a survey photo saves without requiring an extra Notes edit.
