Description
Currently we poll the database in regular interval. It would be good to optionally make use of the LISTEN/NOTIFY commands of PostgreSQL to avoid regular database checks to make things more efficient.

Research direction
The issue names no files or tests. Start by locating the regular database polling loop and the PostgreSQL integration, then clarify how an optional LISTEN/NOTIFY path should coexist with polling. Done means database changes can trigger synchronization without regular checks when the option is enabled, with tests covering the behavior.
