Description
Is your feature request related to a problem?
Currently, filters are able to only filter for specific approval values. This only works for some use cases.
Solution you'd like
Allow a filter to specify scenarios such as "all PRs which are NOT approved" (rejected, waiting for author, ...).

First steps
- Read the whole issue, then the project's contributing guide.
- Comment on the issue to say you are picking it up — it saves two people doing the same work.
- Fork the repository and make your change on a branch.
- Open a pull request that references the issue number.
Research direction
No files, tests, or entry points are named in the issue. Start by locating the existing filter handling for approval values and review how rejected, waiting-for-author, and other non-approved states are represented. Done means a filter can select all pull requests that are not approved without listing each individual status.
Written by the indexing model from the issue text.
