Description

At least for nsfw it would be nice if people can manage that for themselves.

Would need a (per-modifier?) setting if the setting is forced by an admin (cannot be overwritten), and ability for remove that force-flag (per-modifier) again.
Things like promoted shouldn't be set-able by users.

  • Reminder to add this to some user guideline (users responsible for managing this themselves)

Research direction

The issue names no files, tests, or entry points. Start by locating the stream modifier and admin-setting handling, then trace how user permissions are enforced. Done means users can manage permitted modifiers such as nsfw, admins can force and later remove that state per modifier, restricted modifiers such as promoted remain unavailable, and the user guideline reminder is addressed.
