Description
At the moment, all drones might be checked in scheduling no matter what if no resources are left. Therefore, it might be good performance wise to have a definition as when a drone counts as empty.

Research direction
Start by tracing the scheduling code that checks drones when resources are exhausted; the issue does not name a file, test, or entry point. Clarify how an empty drone should be defined and make the scheduling path skip drones matching that configurable definition, with tests showing the resulting behavior.
