Description
### Bug explanation
When using a `PackIcon` inside of the header of a `TabItem`, the PackIcons foreground is initially not set correctly.
Once you switch the tabs the foreground fixes itself (notice how the color of the Icon in the first tab changes from white to green):

[Here](https://github.com/corvinsz/TabItemForeground) is a repo that showcases this bug.

Research direction
Reproduce the issue using the linked TabItemForeground repository with a PackIcon inside a TabItem header on version 5.1.0. Trace the TabItem and PackIcon foreground behavior before and after switching tabs; done means the first tab's icon has the correct foreground immediately, without switching tabs.
