Description

As there is a rule for checking that section variable is in UPPERCASE should there also be a rule for checking that the name is consistently used within that file?

Or maybe the rule inconsistent-variable-name should check those also?
And maybe possible-variable-overwriting also?

Research direction

Start by reviewing the existing section-variable uppercase rule and the inconsistent-variable-name and possible-variable-overwriting checks. Determine whether inconsistent section-variable usage belongs in an existing rule or requires a new one, then define tests covering the intended behavior and verify the checks agree.
