Research direction

Start by reproducing the issue in the Enatega Admin Dashboard while logged in as a Vendor, then trace the vendor-role permission handling for the Add Vendor option. Done means a Vendor cannot create another vendor and the Add Vendor option is hidden or disabled, while permitted users can still use it.
