Description

Is there any way to access the length of what would normally be the `._ready` queue of the event loop? I want to monitor how congested my event loop gets.

Research direction

Start by locating uvloop's event-loop implementation and the asyncio code around the `._ready` queue; the issue names no file or test. Determine the intended public access and what congestion measurement should expose, then add coverage showing the reported queue length.
