Add English name for SR/UR skills

The ingame lists for each scouting box identifies cards by skill names, so this would be really useful for figuring out what's available on EN! (Esp if we could search by skill name. Dunno if that's already possible with the JP names.)

Start by locating the data for SR/UR skills and comparing how Japanese skill names are represented. Add the corresponding English names so they appear in the in-game scouting-box lists, then verify the affected skill entries and any existing name-search behavior.
