Description
Not sure why, but I'm still getting CSS have `fallback()` in the CSS output. I think this doesn't work with either latest Webpack, or latest PostCSS?

Research direction
Reproduce the reported CSS output with the latest Webpack and PostCSS versions, then inspect the postcss-fallback entry point and its compatibility with those tools. Done means the generated CSS no longer contains the reported fallback() values.
