Description

apply and scan accept `break` and return that value, but `continue` doesn't work:
```m2
i1 : apply(5, i -> if i == 3 then break i else i)

o1 = 3

i2 : apply(5, i -> if i == 3 then continue else i)
stdio:2:29:(3): error: unhandled continue command
```
