Description
I typically never use the preview pane, so its always hidden, however, I can always can see the scroll bar for it and I can drag the preview pane over to see it. I have mistakenly used the preview scroll bar to try and scroll the Editor pane, and it doesn't work (and it shouldn't). Can the scroll bar for the hidden pane also be hidden?

Research direction
Reproduce the issue with the preview pane hidden and verify that its scrollbar remains visible and draggable. Trace the editor/preview pane scrollbar handling; done means the hidden pane's scrollbar is not visible or usable, while the Editor pane still scrolls normally.
