Description
Hello, I am using cython 3 for numpy and some other libraries but the dependencies for this project restrict cython<= 3.0. As both scikit-learn and hdbscan more specifically now support cython 3, is it possible to upgrade the default dependency ?

Research direction
Start by locating the project's dependency configuration and the constraint that limits Cython to below 3. Check how the updated dependency interacts with the scikit-learn and hdbscan integrations, then verify that the project's existing tests pass with Cython 3 enabled.
